How do I Sue Someone In Another State?

Ok, so about 3-4 years ago I let by kids babysitter like 4-5 thousand dollars for a Hmong Tournament. (If you don't know what it is here's a link http://www.hmongfestivals.com/ ) I've looked for her Number and found it but then she keeps changing it. I've tried to get her address but can't find it. It's been a long time since she has paid me back. She only paid me about $900-$1000 only. What can I do? I live in Milwaukee, Wisconsin and she lives in North Carolina. I need help.
